The locking mechanisms in tilt plate hitches do not tilt with the head; they remain stationary while only the king pin and tilt plate move. 31313 is the head and cross member assembly only. Complete hitch requires the following parts (not included): either the 07046 EZ Roller for short bed trucks or the 31314 Uprights for long bed trucks, plus 31323 Base Rails.
